EU close to compromise on the 18th sanctions package

The Foreign Affairs Council should be able to announce the political agreement on the 18th sanctions package today. Part of the package is a flexible price cap for Russian crude oil. Malta and Slovakia had been blocking the agreement until recently for various reasons.
