19th sanctions package: What the EU Foreign Affairs Representative wants

The Foreign Affairs Commissioner is expecting input from the Member States this week for the 19th sanctions package. At the Foreign Affairs Council, Commissioner Vladis Dombrovskis held out the prospect of an options paper on how Russian state bank funds could be better utilized.
