„Negativliste“ klingt erst einmal besonders restriktiv, doch das Instrument ist ein Fortschritt im Vergleich zur Positivliste: China lässt Investitionen in allen Bereichen zu, die nicht ausdrücklich durch die Liste eingeschränkt sind. In der aktuellen vierten Version der Liste nimmt die Zahl der regulierten Bereiche weiter ab.

In the current fourth version of the list, the number of regulated areas decreases further.
