Harjeet Singh vom Climate Action Network International kritisiert die Verzögerungstaktik und „halbherzigen Bemühungen“ reicher Staaten. Der Fonds muss sich am Verursacherprinzip orientieren und die Verantwortlichen der Klimakrise in die Pflicht nehmen, so Singh. Er fordert eine Umleitung fossiler Subventionen und progressive Steuern auf Schiff- und Luftfahrt.
