Japan, China und die USA machen es vor, auch in Berlin und Brüssel wird darüber diskutiert: Um Lieferketten zu entlasten und die Produktion sicherzustellen, könnten Unternehmen Rohstoffreserven anlegen. Bislang ist dies jedoch zu teuer. Auch staatliche Vorräte könnten Teil der Strategie sein.
