Trauen Sie der Union noch, Frau Eichwede?

Sprecher 2: Deutschland und Großbritannien wollen enger zusammenrücken. Fünf Jahre nach dem Brexit will Friedrich Merz, der Bundeskanzler, heute bei seinem Amtskollegen Keir Starmer in London einen Freundschafts- und Sicherheitspakt unterzeichnen. Eine Art Freundschaftsvertrag in Analogie zum deutsch-französischen Werk, das damals in Aachen unterzeichnet wurde. Worum es da genau geht, gleich bei uns. Wie kann das Rentensystem langfristig sicher werden? Das ist nicht nur eine Generationenfrage, sondern vor allem auch eine handfeste Diskussion unter Ökonomen und in der Politik. Nun hat das Deutsche Institut für Wirtschaftsforschung den Boomer-Soli erfunden. Damit soll eine Art Umverteilung in der Rente passieren. Was ist davon zu halten? Das analysieren wir gleich. Nutzen Union und SPD jetzt die Sommerpause zur Paartherapie? Oder gehen sie sich vielleicht sogar ganz aus dem Weg? Jedenfalls ist das Verhältnis dieser Vertrauenskoalition nach der gescheiterten Richterwahl angeknackst. Wie kann das wieder aufgelöst werden? Das besprechen wir gleich mit Sonja Eichwede, der stellvertretenden Fraktionsvorsitzenden der SPD, Richterin aus Brandenburg. Der Bahnvorstand muss heute zum Rapport ins Verkehrsministerium. Sprecher 2: Der Christdemokrat Friedrich Merz ist heute für seinen Antrittsbesuch nach London gereist, zum sozialdemokratischen Amtskollegen Keir Starmer. Die beiden verstehen sich gut, hatten schon vor der Bundestagswahl losen Kontakt und sind jetzt in den letzten Wochen und Monaten doch noch enger aneinander gerückt. Die beiden haben auch deutlich mehr vor, als nur ein bisschen Smalltalk zu halten. Es soll ein, wie mancher Diplomat sagt, historisches Freundschafts- und Sicherheitsabkommen unterzeichnet werden. Vorbereitet schon einst von Angela Merkel, dann von Olaf Scholz, fast finalisiert, ist es nun Friedrich Merz, der diesen Vertrag zwischen Deutschland und Großbritannien fünf Jahre nach dem Brexit umsetzen wird. Damit rückt das Königreich, das Angela Merkel immer so schmerzlich vermisst hat im Europäischen Rat, nach dem Brexit wieder ein bisschen näher an Deutschland heran. Und viele der Maßnahmen, die da drin stehen, die sind eigentlich nichts anderes, als ein Anti-Brexit-Programm. Was genau steht drin? Eine sehr enge sicherheitspolitische Zusammenarbeit, vor allem beim Thema Cyber Security, aber auch um nukleare Themen soll es gehen. Ein enger Dialog zwischen den Verteidigungsministern und auch ein Der Informationsaustausch, der durchaus in die Nähe des Austausches zwischen den Amerikanern und den Briten kommt, wenn alles so gelingt. Natürlich auch bei Wirtschaft, Technologie und Infrastruktur will man enger miteinander arbeiten und vor allem Bildung, Kultur und Jugendaustausch wieder so hinkriegen, wie es einmal früher war. Zum Beispiel durch Visa-Erleichterung bei Schulreisen. Damit setzt sich ein Trend in Großbritannien fort durch auch die Amtsführung von Keir Starmer, nämlich die Skepsis gegenüber dem Brexit. Laut Umfragen sagen derzeit knapp 55 Prozent der Briten, dass der Ausstieg aus der EU rückblickend ein Fehler war. Nur 30 Prozent sind weiterhin klar der Meinung, das war eine gute Idee. Vor allem Ökonomen haben nachgewiesen, dass die wirtschaftliche Schwäche Großbritanniens auch und vor allem mit dem Brexit zu tun hat. Und trotzdem dürfte es in absehbarer Zeit kein neues Referendum geben. Das schlägt nicht einmal Keir Starmer vor, der damals übrigens zu den Remainern gehörte. Der damalige Brexit-Hardliner Nigel Farage ist nämlich der im Moment populärste Politiker in Großbritannien mit seiner Reformpartei. Und dass dieser Mann einmal sein Land zurück in die EU führen würde, ist dann doch sehr unrealistisch. Und auch bei Labour und auch bei den konservativen Tories ist ein neues Referendum nicht Teil des Programms. Ja, man will so eng wie möglich wieder zurück ans Festland und Kontinentaleuropa. Aber das Referendum, das traut sich dann doch keiner. Die Narben in der Gesellschaft, sie sind eben noch zu frisch. Rentner sollen stärker zur Kasse gebeten werden mit einem Extrazuschlag, zumindest ab einem bestimmten hohen Renteneinkommen, um dann wiederum andere Rentner zu finanzieren. Das ist der Vorschlag des Deutschen Instituts für Wirtschaftsforschung in Berlin. Der sogenannte Boomer-Soli soll dabei helfen, das Rentensystem zu entlasten und eben die geburtenstarken Jahrgänge, die selbst zu wenig Kinder in die Welt gesetzt haben, aber jetzt alle in Rente gehen, treffen. Denn die Zahl der Leistungsempfänger, das ist ja sicherlich richtig, sie steigt in der Rente drastisch an. Aktuell kommen 2,1 statistisch gesehen Beitragszahl auf einen Rentner. 2030 werden es wahrscheinlich nur noch 1,5 Beschäftigte sein, die einen Rentner finanzieren müssen. Zum Vergleich, in den 1960er Jahren waren noch sechs Arbeitnehmer für das Renteneinkommen eines Rentners zuständig. Damit die jüngeren Generationen aber nicht von immer höheren Rentenbeiträgen erdrückt werden, sollen nun also Rentner mit einer besonders hohen Rente eine Sonderabgabe zahlen. Dieses Geld soll dann in ein Sondervermögen fließen, was ausschließlich zur Stabilisierung der Rente genutzt werden darf. Ist das wirklich die Lösung des Problems? Oder ist es nicht doch eine Methode, um sich etwas mehr Zeit zu erkaufen und letztlich eine Umverteilung unter den Rentnern zu organisieren, ohne das System wirklich anzugehen? Immerhin werden dann ja auch die, die ein höheres Reinkommen erzielen, weil sie frühzeitig vorgesetzt werden. gesorgt haben, mit einer Sondersteuer bestraft. Der Freiburger Ökonom und Rentenexperte Bernd Raffelüschen hat dazu eine klare Meinung, die er gestern bei Welt TV geäußert hat.

Sprecher 5: Man muss sich da ganz klar machen, dass dieser Vorschlag des DEWs von Absurditäten im Grunde genommen gar nicht zu übertreffen ist. Also wir haben im Moment die höchsten Steuerlasten, die wir jemals in der Geschichte unseres Landes gehabt haben. Und gleichzeitig die höchsten Sozialausgaben, die wir jemals in unserer Geschichte gehabt haben. Und jetzt kommen die Kollegen auf die Idee, die höchsten Steuern zu erhöhen, damit man die höchsten Sozialausgaben nochmal wieder erhöhen kann. Also das kann es nicht sein. Der Vorschlag ist wirklich falsch.

Sprecher 2: Vielleicht findet die Kommission zur Zukunft der Rente, die schwarz-rot direkt nach der Sommerpause einsetzen will und die, wenn es nach Friedrich Merz geht, auch dringend vor 2027 Ergebnisse liefern soll, ja noch andere, vielleicht auch gerechtere Lösungen für die langfristige Stabilisierung des Systems.

Sprecher 5: Da muss man einfach sehen, dass ein Rentner, wenn er in den 60er, 70er Jahren in Rente gegangen ist, für die 10 Jahre, die er Rente bezogen hat, 4,5 Jahre gearbeitet hat, nämlich 45 Jahre insgesamt. Wenn Sie die heutige Rentner nehmen, dann haben die 20 Jahre Rentenbezugszeit und arbeiten dafür mal gerade 40 Jahre. Das heißt, jedes Rentenbezugsjahr wird aber erarbeitet durch zwei erwerbszertigen Jahre. Und daran können Sie sehen, wie ungerecht und ungleich dieses System ist. Wir hätten schon längst die Rente mit 67 einführen müssen und schon längst beschließen müssen, dass wir auch darüber hinausgehen. So wie wir das in den skandinavischen Ländern schon längst auch gemacht haben.

Sprecher 2: Eine Erhöhung der tatsächlichen Arbeitszeit wäre zum Beispiel eine Maßnahme durch gute Infrastruktur bei der Vereinbarkeit von Beruf und Familie. Ein Verzicht auf die Rente mit 64 wäre ja ein Vorschlag oder vielleicht sogar ein Verzicht auf die Mütterrente. Eine verpflichtende betriebliche Vorsorge, ein Dämpfungsfaktor für alle Rentner. Oder eine Kapitaldeckung, die ihren Namen auch wirklich verdient. Das nur mal als Vorschläge. Wir sind gespannt auf das, was von Schwarz-Rot da kommt. Aber besonders optimistisch sind wir nicht.

Sprecher 6: Mich als Rechtswissenschaftlerin jetzt an solchen Maßstäben zu messen und das Ganze zu politisieren, die Verfassungsrichterwahl zu politisieren, dafür habe ich sehr wenig Verständnis. Das sollte möglichst auch nicht mehr geschehen in dieser Republik, weil das Schaden anrichtet für unsere Demokratie und für unseren Rechtsstaat und irgendwann auch für das Ansehen des Bundesverfassungsgerichts. Und wenn ich einen letzten Satz sagen darf, was mir wirklich ein großes Anliegen ist, dass wir mal wieder über die Debattenkultur in diesem Land nachdenken. Wie gehen wir mit Meinungen und Positionen um, ob jetzt Wissenschaftlerin ja oder nein, die einem nicht gefallen, die einem nicht zusagen.

Sprecher 2: Wie radikal sind die juristischen Ansichten von Professor Frauke Brosius-Gersthoff denn nun wirklich? Darüber konnten Sie und wir alle nun uns am Dienstag bei Markus Lanz selbst ein Bild machen. Am Ende hat sich jeder bei dieser Sendung dann doch herausgepickt, was, glaube ich, schon vorher in seine Schublade hineinpasste. Jedenfalls ist klar, eine radikale Linke ist diese Frau nicht, aber für Christdemokraten und Konservative hat sie natürlich durchaus Positionen, die in deren Weltbild schwer zu ertragen sind. Wie bewertet denn jetzt die SPD den Auftritt ihrer Kandidatin und hält sie wirklich an dieser Frau fest, auch wenn es dann zum Clash mit der Union kommen könnte? Das habe ich eine Frau gefragt, die in den Verhandlungen stets beteiligt war, denn sie ist selbst Richterin, zuständig für Recht und Innenpolitik in dem Fraktionsvorstand der SPD im Bundestag. Die Brandenburger Bundestagsabgeordnete Sonja Eichwede. Einen schönen guten Tag, Frau Eichwede.

Sprecher 7: Guten Tag, ich freue mich da zu sein.

Sprecher 2: Frau Eichweder, haben Sie sich den Auftritt der Richterkandidatin Frauke Brosius-Gersdorf am Dienstagabend bei Markus Lanz auch angeschaut?

Sprecher 7: Ja, die habe ich gesehen und ich fand sie sehr überzeugend.

Sprecher 2: Also die Kandidatin hat gewonnen dadurch, dass sie in die Öffentlichkeit geht? Oder ist das auch schwierig, weil man sagt, eigentlich soll ja eine Kandidatin für die Verfassungsrichterposten gerade eben nicht in der Öffentlichkeit Positionen deutlich machen?

Sprecher 7: Dadurch, dass viele Fragen, mit denen sie sich in ihrer wissenschaftlichen Arbeit beschäftigt hat, ja in den vergangenen Wochen in der Öffentlichkeit diskutiert worden sind und teilweise auch wirklich falsch dargestellt worden sind, war es richtig und wichtig, dass sie die auch gerade gerückt hat, dass sie beschrieben hat, wie sie zu bestimmten rechtlichen Ergebnissen gekommen ist und somit eben gerade widerlegen konnte, was teilweise über sie gesprochen und geschrieben worden ist.

Sprecher 2: Wie weit darf jemand eigentlich auch seine eigene Meinung in die juristische Expertise zu großen gesellschaftspolitisch umstrittenen Themen einbringen?

Sprecher 7: Ich glaube, dass das sehr wichtig ist, dass wir alle auch unsere eigene Meinung einbringen. Wir sind alle Menschen, die zusammenleben in einer Gesellschaft und profitieren davon, dass wir unsere Meinung frei äußern, frei denken, können gemeinsam Lösungen finden, eben für die Herausforderungen. die wir haben in unserem Land, in dem wir leben. Wir haben ja nun unterschiedliche Personen, die ans Verfassungsgericht gewählt worden sind in den vergangenen Jahren. Darunter sind viele Wissenschaftlerinnen und Wissenschaftler, Staatsrechtler, insbesondere Richterinnen und Richter von obersten Bundesgerichten. Auch Personen, die früher im politischen Bereich gearbeitet haben, die sich selbstverständlich noch viel, viel mehr als Personen aus der Wissenschaft politisch eingelassen haben, Positionen bezogen haben. Und gerade diese Mischung aus den Personen, die zwar einen juristischen Hintergrund haben, aber aus unterschiedlichen Disziplinen, kommen, macht ja gerade die gute und wichtige Diskussionskultur in den Senaten und dann die Entscheidungsfindung auch des Bundesverfassungsgerichts aus. Von daher ist es, glaube ich, ein hohes Gut und sehr wichtig, dass man seine Meinung äußert und die dann aber eben entsprechend rechtlich auch einordnet.

Sprecher 2: Frau, ich werde das Thema 218, Paragraf 218 und Abtreibung müssen wir mal ganz kurz nochmal besprechen. Sie hat ja mehr oder weniger klar gesagt, dass sie verfassungsrechtliche definierte Grenzen klar machen wollte, dass sie die Menschenwürde eines Embryos natürlich diesem Embryo nicht abspricht, aber sagt in der Gewichtung zwischen dem Schutz der Mutter und dem Schutz des Ungeborenen eine Gewichtung herstellt. Verstehen Sie trotzdem, dass für christlich Konservative... dann eben die falsche Kandidatin ist, wenn dieses Thema für diese Menschen eben eine Art Leitbild ist?

Sprecher 7: Also zunächst muss ich sagen, genau diese Fragestellung, die verfassungsrechtlichen Grenzen aufzuzeigen, war ja eine Fragestellung, mit der die Bundesregierung, die Kommission, die mit Personen aus vielen Disziplinen besetzt worden ist und die am Ende ein einstimmiges Ergebnis, einen einstimmigen Beschluss gefasst hat, betraut hat. Und sie hat das auch nicht alleine gemacht, sondern mit vielen anderen Wissenschaftlerinnen und Praktikerinnen zusammen geprüft. Das ist die eine Sache. Und die andere Sache, ich bin selbst getauft, ich bin in der evangelischen Kirche. Ich weiß auch, dass die evangelische Kirche zum Beispiel einen sehr weitgehenden Beschluss zur Legalisierung des Schwangerschaftsabbruchs gefasst hat. Also da ist auch unter Christinnen und Christen ein weites Spektrum an Meinungen. Dort und wenn wir ins europäische Ausland zum Beispiel gucken, in Frankreich steht das Recht auf Abtreibung sogar in der Verfassung. Deutschland hat hier eines der restriktivsten Rechte. Zugleich hat auch gestern Frau Prof. Brosius-Gerstorf sehr stark betont, dass das... Ungeborene Leben selbstverständlich auch Rechte hat und verfassungsrechtliche Güter hier abzuwägen sind, um eine gute Lösung zu finden in einem der schwierigsten Konflikte überhaupt. Von daher finde ich, dass sie mit Bedacht und mit großer Verantwortung diese sehr schwierige Frage hier dargelegt hat und die Güterabwägung eben entsprechend auch getroffen hat.

Sprecher 2: Sie sind stellvertretende Fraktionsvorsitzende mit der Zuständigkeit für die Innen- und Rechtspolitik und damit eine relevante Figur jetzt auch bei der möglichen Auflösung dieses Konflikts. Nach diesem Auftritt auch und nach dem, was Sie jetzt heute denken und sagen, hält die SPD-Fraktion an der Kandidatur dieser Professorin fest?

Sprecher 7: Wir haben eine herausragende Wissenschaftlerin nominiert, im Übrigen ja auch gemeinsam in Absprache mit der Spitze der Unionsfraktion und vorgeschlagen. Wir haben weiterhin ein Votum des Verfassungsrichterwahlausschusses, wo die Zweidrittelmehrheit erreicht worden ist und ich sehe momentan hier keine Gründe irgendwie davon abzuweichen. Ich finde, dass Frau Professorin Rosius-Gerstorf in der Sendung dargelegt hat, was für einen hohen wissenschaftlichen Standard sie quasi nachgeht, wie differenziert sie auf Konflikte blickt, wie sie juristisch auch einordnet und weiterdenkt und dass das eben Von daher eine hochqualifizierte Person für das entsprechende Amt ist.

Sprecher 2: Frau Eichwede, Sie haben mit der Union ja auch direkt verhandelt. Diese Personalie ist schon vor sechs, sieben Wochen eigentlich geeint worden hinter den Kulissen. Wie groß ist der Vertrauensschaden für Sie innerhalb dieser Koalition mit der Union?

Sprecher 7: Ich glaube, dass das generell in Koalitionen, in der Politik, aber auch im normalen Leben, Wichtig ist, dass man sich auf Zusagen verlassen kann, dass man gemeinsam Einigungen findet und dann entsprechend auch darauf vertraut, dass nicht in letzter Minute es einen Rückzieher gibt und dann alles sozusagen zusammenbricht. Wir müssen schon grundlegend über die Art und Weise unserer Zusammenarbeit sprechen. reden, denn das Land erwartet zu Recht eine Stabilität von der Bundesregierung. Das ist auch ein Ansatz, mit dem wir in diese Regierung alle gemeinsam gegangen sind. Stabilität bedeutet aber auch Verlässlichkeit und Vertrauen, dass gemeinsam getroffene Entscheidungen auch eingehalten und befolgt werden und dahin müssen wir zurückkehren.

Sprecher 2: Aber das ist doch ein Alarmzeichen, wenn man nach 70 Tagen schon grundlegend über die Zusammenarbeit reden muss.

Sprecher 7: Es ist jedenfalls eine sehr ernste Situation. Und besser, wir räumen das früher aus als später. Gerade die vergangene Bundesregierung hat gezeigt, dass Konflikte am Ende sehr, sehr viel überschatten können. Und wir müssen darüber reden, was wir machen wollen. Wir müssen darüber reden, wie wir das Leben der Menschen in unserem Land verbessern wollen, wie wir Konflikte lösen und nicht wie zusätzliche Konflikte entstehen. Aber ich habe auch Vertrauen an sich, Vertrauen in die Unionsfraktion. Dass man hier quasi zu einer vernünftigen Arbeit entsprechend zurückkehrt und vor allem zu einer Verlässlichkeit auch zurückkehren kann, denn die Herausforderungen und die Anforderungen, die an uns gestellt werden, sind groß. Darauf müssen sich die Bürgerinnen und Bürger in Deutschland auch verlassen können.

Sprecher 2: Das heißt, die gemeinsame Sitzung mit dem Fraktionsvorstand der Union im Mitte, Ende August wird eher eine Therapiesitzung.

Sprecher 7: Nein, keine Therapiesitzung. Wir werden uns sicherlich mit wichtigen inhaltlichen Fragen beschäftigen. Normalerweise ist die Union ja nicht dafür bekannt, eine revolutionäre Partei zu sein und auch nicht eine Partei, die sonst groß auf... Kampagnen, die in großen Teilen nicht der Wahrheit entsprechend reinfällt. Von daher glaube ich hier, auch wenn ich manchmal politisch andere Ansichten habe als die CDU oder die CSU, dass man hier eben zu einer vernünftigen Arbeit zurückkehren kann. Aber dass man einmal über grundsätzliche Prinzipien spricht, ist... Glaube ich, auch vollkommen in Ordnung. Das brauchen wir eben, um viele Dinge, die wir uns vorgenommen haben, auch umzusetzen. und wieder ein bisschen Ruhe auch in politischen Konflikte und Auseinandersetzungen in unserem Land reinzubringen und einfach mal konsequent und gut zu arbeiten und uns um die Probleme der Menschen zu kümmern.

Sprecher 2: Und dass diese Richterwahl am Ende in den Bundesrat geht und zwar komplett und der Bundestag nicht mehr zuständig ist, das ist für Sie nicht denkbar?

Sprecher 7: Ich glaube, dass wichtig ist, dass die zuständigen Verfassungsorgane dann wählen, wenn sie zuständig sind und dass man nicht darauf vertraut, dass andere die eigene Arbeit übernehmen. Das sollte man nicht in der Politik machen, das sollte man nicht bei diesen wichtigen Fragen machen, das sollte man generell nicht im Leben machen, sondern wenn man zuständig ist, wenn man handeln muss, dann soll man auch zeigen, dass man handeln kann. Das erwarten auch alle von uns als Deutschen Bundestag.

Sprecher 2: Wie heißt dieser kleine Spatzi?

Sprecher 8: Es ist der Zwergkiwi, also auch noch eine Unterart des Nationalvogels der Neuseeländer. Und den hatte man jetzt eigentlich 50 Jahre nicht in freier Wildbahn gefunden. Dementsprechend hat man sich gedacht, der muss ausgestorben sein. Und jetzt hat man tatsächlich ein Weibchen entdeckt. Man musste dann tagelang nochmal suchen, um sich wirklich zu vergewissern, ja, es ist dieser Zwergkiwi. Und jetzt ist man natürlich gespannt, ob es vielleicht doch mehr Tiere davon noch gibt, als man ursprünglich mal angenommen hat. Also mehr als null gibt es auf jeden Fall, aber vielleicht gibt es ja auch mehr als eins.

Sprecher 2: Die Natur schreibt eben doch die wunderbarsten Geschichten und zauberhaften Märchen. Jetzt also an Zwergkewi. Mensch, wie gut, dass der wieder da ist auf diesem Planeten.

Sprecher 8: Ein echter Überlebender trotz des, naja, sagen wir mal nicht allzu freundlichen Umgang des Menschen mit der Natur.
