Wie springt die Wirtschaft wieder an, Frau Reiche ?

Sprecher 2: Wer entscheidet jetzt eigentlich über das Schicksal der Ukraine? Gestern haben Donald Trump und Wladimir Putin miteinander telefoniert und darüber gesprochen, wie der Krieg denn wohl enden könnte. Wir analysieren das Ergebnis dieses Telefonats.

Sprecher 3: Das ordnungspolitische Gewissen der Bundesregierung will sie sein. Katharina Reiche, 51 Jahre alt, Energiemanagerin aus Luckenwalde. Sie ist die Überraschungspersonalie im Kabinett Merz. Und in ihrem ersten Podcast-Interview im Amt sagt sie, was sie mit dem Heizungsgesetz vorhat und wie sie die Unternehmen bei den Energiekosten entlasten will.

Sprecher 2: In Polen ist die Präsidentschaftswahl leider noch nicht entschieden. Immerhin war der liberal und europafreundliche Kandidat Rafał Czaskowski. Knapp vorne muss allerdings jetzt in die Stichwahl gehen den nationalkonservativen Karol Nawroki. Es könnte eine richtungsweisende Wahl für Polen und vor allem für Europa werden. Wir fassen das Wichtigste zusammen.

Sprecher 3: Heute vor 152 Jahren wurde die Levi's Jeans erfunden und heute wird mein Sohn neun Jahre alt. Zu beidem gratulieren wir auch an dieser Stelle sehr herzlich an diesem Dienstag, den 20. Mai.

Sprecher 4: Berlin. Die Bundesregierung berät über weitere Entlastungen für die Wirtschaft und hat dafür einen Ausschuss gebildet.

Sprecher 5: Schluss mit Schneckentempo in Berlin und Brüssel. Jetzt wirksame Entlastungen und Reformen voranbringen, damit die Chemie- und Pharmaindustrie wettbewerbsfähig bleibt.

Sprecher 6: Well, I want to thank everybody. We just spent two and a half hours talking to Vladimir Putin. And I think some progress has been made. It's a terrible situation going on over there. 5,000 young people every single week are being killed. So hopefully we did something. We also spoke to the heads of... Most of the European nations, and we're trying to get that whole thing wrapped up. What a shame that it ever started in the first place.

Sprecher 7: The U.S. President expressed his position on the secession of hostilities, seeks fire. And for my end, I emphasize that Russia also stands for a peaceful resolution to the Ukrainian crisis. We must simply determine the most effective paths toward peace. The question, of course, is that the Russian and Ukrainian side should show maximum desire for peace and find compromises that would suit all parties. At the same time, I'd like to note that in general, Russia's position is clear. The main thing for us is to eliminate the root causes of this crisis.

Sprecher 2: Ein zweistündiges Telefonat zweier Staatschefs und zwei sehr unterschiedliche Interpretationen. Wladimir Putin und Donald Trump haben telefoniert über möglichen Frieden in der Ukraine. Und das waren gerade die doch sehr unterschiedlichen Interpretationen dieses Gesprächs.

Sprecher 3: Tja, manchmal gibt es zwei Wahrheiten. Das macht es für uns dann schwer herauszufinden, was nun wirklich gewesen ist. Das ist nicht hundertprozentig klar. Donald Trump schreibt auf Truth Social, dass es ein erfolgreicher Tag gewesen sei und Russland und die Ukraine nun sofort anfangen zu verhandeln. Die Gespräche, das ist interessant, sollen im Vatikan stattfinden, also dem Ort, an dem ja kürzlich Trump und Zelensky zusammengesessen haben. Ein Foto, das um die Welt ging, das so aussah, als näherte man sich doch wieder an. Angeblich hat auch Papst Leo schon zugestimmt und sich bereit erklärt, an dem Prozess mitzuwirken. Also quasi mit göttlicher Hilfe.

Sprecher 2: Und wenn eine Autorität vielleicht Donald Trump anerkennen könnte, dann ist es wahrscheinlich der Papst. Jedenfalls sagt der Kreml, man werde ein Memorandum unterzeichnen, dass die Gespräche jetzt beginnen, während Donald Trump eigentlich schon sagt, es wird großartig, der Frieden kommt, Putin will ihn.

Sprecher 3: Ja, in der Tat, nach Trumps Darstellung ist man doch schon sehr viel weiter. Trump hat auch gesagt, man habe direkt Deutschland, Frankreich, Italien und Finnland informiert. Also das klingt so, als habe dieses Gespräch tatsächlich manifeste Fortschritte gebracht. Bei Putin klingt das alles ganz anders. Er sagt zwar auch, sei nützlich gewesen, grundsätzlich richtiger Weg. Aber da gibt es ja noch die Voraussetzung für einen Waffenstillstand, die Putin in der Vergangenheit formuliert hat. Und jetzt ist er nicht davon abgerückt, jedenfalls soweit wir wissen, nicht ausdrücklich. Da hat er immer gesagt, einerseits Putin will die Krim und die besetzten Gebiete. Donetsk, Luhansk, Cherson und Saporischia behalten. Und außerdem darf die Ukraine während einer Waffenruhe keine Militärhilfen aus dem Westen bekommen. Das ist für die Ukraine aus sehr nachvollziehbaren Gründen nicht annehmbar. Wie Putin jetzt dazu steht, hat er nicht gesagt.

Sprecher 2: Ja, für mich ist eins klar, Helene, Trump geht natürlich deutlich auf Putin zu. Alleine dadurch, dass er in Aussicht stellt, dass Russland wieder auf die Bühne der globalen Weltwirtschaft darf. Es gäbe unglaubliches Potenzial aus Russland, wieder eine ökonomisch starke Nation zu machen. Er wolle dabei helfen. Es geht im Grunde um Handelsabkommen zwischen Russland und den USA. Da wittert jemand schon wieder einen Deal. Und die Befürchtung ist, und die ist ziemlich begründet, dass für diesen Deal ganz schön viele Kompromisse gemacht werden müssen für die Ukraine.

Sprecher 6: There's a good chance we can get this done. I believe Putin wants to do it. Now, if I thought Putin didn't want it, I mean, that's what I do. My whole life is like deals, one big deal. And if I thought that President Putin did not want to get this over with, I wouldn't.

Sprecher 3: Man kann es noch härter sagen, Michael. Man kann sagen, für das Boomen der amerikanischen Wirtschaft wird die Ukraine geopfert. Denn das ist ja ziemlich klar, was die Interessen von Trump da sind. Uran aus Russland, aber natürlich auch das billige Gas, von dem wir Deutschen auch lange profitiert haben. Dass wir jetzt nicht mehr bekommen und so bitte. Wie das alles klingt, ist es dann auch, dass natürlich so ein Deal bedeuten würde, dass sämtliche Sanktionspakete, die seit Februar 2022 und schon davor einfach schlicht Makulatur werden, jegliche Drohkulisse, die der Westen gegenüber Putin aufgebaut hat, um ihn für diesen Angriffskrieg zu verhindern. Zu bestrafen, dass das einfach hinfällig ist, dass diese manifeste Völkerrechtsverletzung schlicht legitimiert wird, weil Trump einen Deal macht und weil er glaubt, dass das die amerikanische Wirtschaft in Schwung bringt. Das mal die Interpretation kurz nach dem Gespräch. Also was genau passiert und ob Trump dann vielleicht mit jemand anders spricht und doch umgestimmt wird, das wissen wir natürlich nicht.

Sprecher 2: Aber eins ist klar, die völkerrechtswidrig annektierten Gebiete, sie werden nicht zurückkommen zur Ukraine, solange Donald Trump diesen Vertrag mit unterzeichnen muss. Das ist offensichtlich, die sind schon abgeschenkt. Das hatte J.D. Vance sogar schon öffentlich gemacht. Also die Frage ist doch, Helene, was macht jetzt Europa? Wie kann man überhaupt noch, wenn die beiden zwei Stunden telefoniert haben und sich offen und sich so einig waren, welche Rolle kann Europa jetzt noch für die Ukrainer einnehmen, die irgendeine Relevanz für diese beiden Großmächte hat? Ich zweifle.

Sprecher 3: Am vergangenen Freitag hatten ja März Macron, Starmer und Tusk noch in Washington angerufen. Man wollte sich unterhaken und einreihen. Sie haben wirklich versucht, Trump auf ihre Seite zu ziehen und gesagt, wir müssen das gemeinsam durchziehen. Jetzt hat Trump sich aus dieser Umarmung einfach geäußert. gelöst, macht sein eigenes Ding. Der Westen steht ziemlich blamiert da. Ich meine, heute treten die neuen Sanktionen der EU in Kraft. Das 17. Sanktionspaket, das erstmal mit dieser jüngsten Forderung nach Waffenruhe gar nicht zu tun hat. Aber was nützt ein europäisches Sanktionspaket, wenn die Amerikaner ihr eigenes Ding machen und jetzt intensive Handelsbeziehungen betreiben wollen? Es ist wirklich bitter. Der Westen ist da nicht nur gespalten, sondern die Europäer stehen ziemlich blamiert da. Friedrich Merz hat sich vorgenommen, nicht nur die Beziehung zu Frankreich zu verbessern, sondern auch zu Polen. Ja, auf neue Füße zu stellen, muss man sagen. Denn da hatte Olaf Scholz einiges Porzellan zerdeppert. Das Weimarer Dreieck soll wiederbelebt werden. Aber in Polen wird erstmal gewählt, nämlich ein neuer Präsident, der Nachfolger von Duda. Und am Sonntag hat der erste Wahlgang stattgefunden.

Sprecher 2: Ja, und selten war wohl eine polnische Präsidentschaftswahl auch in den anderen europäischen Hauptstädten so relevant. Der liberale pro-europäische Kandidat Rafał Czaskowski, liberale Bürgerkoalition, ist sein Parteienbündnis, ist immerhin mit 31,4 Prozent der Stimmen Gewinner. Allerdings reicht das nicht. Er muss nochmal in die Stichwahl gegen einen sehr schwierigen Kandidaten, nämlich den parteilosen Karol Nawrocki, der von der PiS unterstützt wird.

Sprecher 3: Die entscheidende Frage für den 1. Juni wird sein, wie sich die Wähler entscheiden, die noch rechter sind als die PiS. Das sind zum Beispiel diejenigen, die den rechtsradikalen Slavomir Mensen gewählt haben, der auf Platz drei gelandet ist. Es ist interessant, denn die Parlamentswahl könnte da ein Beispiel sein. Dort hatten die ganz Rechtsextremen sich geweigert, mit der PiS ein Bündnis zu machen, was dann Donald Tusk von der Bürgerplattform ins Amt gehoben hat. Also jetzt könnte es sein, wenn sich die ganz Rechten nicht entscheiden, Nawroki zu unterstützen, dann hat der europafreundliche Kandidat und Bürgermeister von Warschau, Czaskowski, tatsächlich eine Chance. Und das wäre natürlich gut für die Bundesregierung, aber auch für Deutschland insgesamt, weil man dann in Europa, auch mit dem Osten von Europa, gemeinsam etwas auf die Beine stellen könnte.

Sprecher 2: Entscheidend ist ja offenbar, dass dieser polnische Präsident deutlich mehr Macht hat als der deutsche Bundespräsident und eben die Regierungsagenda Tusk ziemlich torpedieren kann, wenn es bei einem rechten Präsidenten bleiben würde. Insofern ist das auch für uns Europäer eine wirklich entscheidende Wahl.

Sprecher 3: Wir erinnern uns an die Rolle, die Duda auch bei der Justizreform gespielt hat, wo er durchaus mitreden konnte und eben auch vieles nicht verhindert hat. Insofern kommt es sehr wohl darauf an. Und Czaskowski, also der bislang aussichtsreichste Kandidat, der stimmt in vielen Punkten überein mit dem, was auch die deutsche Bundesregierung vertritt. Also im katholischen Polen setzt er sich etwa für die Rechte von Frauen und gleichgeschlechtlichen Partnern ein. Er ist auch beim Thema Abtreibung liberal, will eine Abtreibung bis zur 12. Schwangerschaftswoche erlauben oder jedenfalls straffrei stellen, wie das auch in Deutschland der Fall ist. Das sind in Polen... Alles heiße Eisen und eben auch Stoff für einen Kulturkampf, den wir ja schon auch seit Jahren beobachten.

Sprecher 2: Also wird auch das Weimarer Dreieck noch warten müssen, bis es wirklich reaktiviert werden kann. Denn Donald Tusk soll und auch andere Mitglieder dieser liberalen Regierung sollen den Deutschen signalisiert haben, bloß nicht zu viele gemeinsame Initiativen jetzt. Denn die Nähe zu Deutschland ist kein Wahlkampfschlager in Polen. Das hat man leider immer wieder erlebt in den letzten Jahren.

Sprecher 3: Und besonders hilfreich für die Liberalen in Polen war sicherlich auch nicht die Ankündigung von Alexander Dobrindt, dem neuen Innenminister, an Tag 1 seiner Amtszeit an den Grenzen zurückzuweisen. Das hat zu durchaus Verärgerung geführt, denn führt natürlich auch zu innenpolitischen Spannungen in Polen. Insofern sehen wir, die Regierung Merz ist ein bisschen hin und her gerissen zwischen einerseits die Beziehung zu den Nachbarn zu verbessern und andererseits die innenpolitische Agenda umzusetzen.

Sprecher 2: Ein ganz kurzer Blick auf die deutschen Wirtschaftsdaten reicht eigentlich, um zu erkennen, wie angeschlagen unsere Ökonomie derzeit ist. Knapp drei Millionen Arbeitslose gibt es inzwischen wieder, 1,4 Millionen offene Stellen allerdings zugleich auch. Fast 32.000 Unternehmensinsolvenzen werden dieses Jahr erwartet. Wir sind im dritten Jahr der Rezession. So eine Krise hat es in der Geschichte der sonst so wohlstandsverwöhnten Bundesrepublik noch nie gegeben. Es gibt also viel zu tun für Katharina Reiche, die neue Wirtschafts- und Energieministerin. Sie hat uns gestern am Rande des Ostdeutschen Wirtschaftsforums in Bad Sarow empfangen und uns das erste Podcast-Interview ihrer Amtszeit gegeben. Wir wollten natürlich von ihr wissen, was sie jetzt als erstes angehen will, um die Wirtschaft zu beleben, was sie anders als Robert Habeck machen will und was eigentlich mit dem Heizungsgesetz passiert. Einen schönen guten Tag, hallo Frau Ministerin Reiche.

Sprecher 8: Grüße Sie, Herr Burger.

Sprecher 2: Frau Reiche, Sie haben in Ihrer Amtseinführung gesagt, Robert Habeck, Ihr Vorgänger, hat sehr viel richtig gemacht, gerade in der Energiekrise. Wo würden Sie sagen, werden Sie sich fundamental wirtschaftspolitisch unterscheiden?

Sprecher 8: Mir war ein würdevoller Übergang wichtig. Robert Habeck und mich unterscheidet sicherlich einiges in Bezug auf die Energiepolitik. Wir werden sicherlich Korrekturen vornehmen. Mir war aber eine Übergabe wichtig, in der ich ihn und seine Leistung in der Energiekrise gewürdigt habe. Denn das, was die Regierung geschafft hat, Deutschland durch einen akuten Energiemandel rasend hohe Energiepreise zu führen, war... eine Leistung, die auch der Würdigung bedarf. Wo müssen wir korrigieren? Wir werden zum einen gesicherte Leistung sehr schnell wieder in den Markt bringen müssen. Wir haben mit dem Ausbau der erneuerbaren Energien, dem Abschalten von Kernenergie, und dem Herausnehmen von gesicherter Leistung aus Kohlekraftwerken. Eine Situation, wo wir steigende Strombedarfe, wo wir fluktuierende Energie in Einklang bringen müssen mit Tagen, Stunden, ja Wochen, wo weder Wind weht noch Sonne scheint. Dafür braucht es sogenannte flexible Leistung und dafür braucht es im Zweifel Gaskraftwerke. Wir werden also sehr schnell bis zu 20 Gigawatt Gaskraftwerke ausschreiben müssen, um die Versorgungssicherheit hochzuhalten. Das ist der erste Unterschied. Wir setzen neben Klimaschutz auf Versorgungssicherheit.

Sprecher 2: Lassen Sie mich da direkt einhaken. Herr Habeck hat ja auch Kraftwerke aus der Kohle zumindest wieder in die Reserve geholt. Wollen Sie die auch in den Markt hineinführen, kurzfristig?

Sprecher 8: Wenn es Höchstpreise gibt, und die sehen wir, mehr als 1000 Euro die Megawattstunde zu bestimmten Zeiten, können dann Kraftwerke aus der Reserve so im Markt teilnehmen, dass sie strompreisdämpfend wirken können. Das ist etwas, was wir überprüfen müssen. Wir brauchen die Kohlekraftwerke in der Reserve so lange, bis wir genügend flexible, abrufbare, gesicherte Leistung durch andere Kraftwerke installiert haben. Hier haben wir viel Zeit verloren. Selbst wenn ich es schaffe, mit der Kommission sehr schnell zu einer Einigung zu kommen auf die nächsten Ausschreibungen von Gaskraftwerken, sind die ja nicht übermorgen gebaut. Bis 2030 bis zu 20 Gigawatt Kraftwerke, das sind über 40 Gaskraftwerke, installiert zu haben, ist mehr als optimistisch. Also müssen wir wenigstens die erste Welle hinbekommen, um zu jedem Zeitpunkt der Industrie und den Verbrauchern sagen zu können, ihr könnt euch darauf verlassen, dass die Stromversorgung sicher ist.

Sprecher 2: Das Netz ist angespannt, sagt ja sogar die Bundesnetzagentur. Haben wir es mit dem Zubau der Erneuerbaren übertrieben?

Sprecher 8: Die Erneuerbaren wurden zugebaut, ohne den Netzausbau mitzudenken, mitzuplanen und parallel nachzuziehen. Wir sind in etwas eingestiegen, erneuerbare Energien, ohne zu überlegen, was brauche ich als System drumherum. Ein System sind Stromnetze, Verteilnetze und Übertragungsnetze. Ein zweites System, was wir brauchen, sind Speicher. Ein drittes System sind gesicherte Kraftwerksleistungen. Der ausschließliche Fokus auf dem Zubau der erneuerbaren Energien, die Definition, dass dann Energiewende gelingt, wenn nur genügend... Photovoltaik installiert ist, hat den Blick darauf verstellt, dass Systemkosten in die Höhe gesprungen sind. Und dass das System als solches nicht mehr zu jedem Zeitpunkt sicher ist. Systemstabilität zu garantieren, Systemkosten in den Griff zu bekommen, ist die Aufgabe der Stunde. Wir werden weiter in erneuerbare Energien investieren, aber die werden eine Verantwortung haben. Die müssen sich um Systemsicherheit genauso kümmern, wie sie sich um Netzausbau kümmern müssen. Hier brauchen wir eine Synchronisierung. Zwischen dem Ausbau der erneuerbaren Energien mit dem Netz. Das Stromnetz ist sozusagen das Leitinstrument.

Sprecher 2: Eines der größten Probleme Ihres Vorgängers war das berühmte Heizungsgesetz. Jetzt hat die Koalition sich darauf verständigt, das Heizungsgesetz abzuschaffen in dieser Form. Aber Sie wissen natürlich als Energiemanagerin, die Sie waren, und auch als Politikerin, ohne eine Wärmewende wird es nicht gehen bei den CO2-Zielen. Wie viel anders wird eigentlich Ihr neues Heizungsgesetz aussehen?

Sprecher 8: Das Heizungsgesetz, so wie wir es jetzt haben, rekurriert mehr oder minder auf einer Technologie. Entweder entscheidet man sich für eine Wärmepumpe, laut bisheriger Gesetzgebung. Man ist sogar gezwungen, einen Gaskessel auszubauen vor 1991. Und nicht nur, die Anforderungen sind höher. Es gibt de facto ein Betriebsverbot für Gasthermen, die vor 1991 eingebaut wurden. Und das andere ist dann die Fernwärmelösung für Städte. Ich glaube, dass wir Nummer eins zunächst erstmal das Betriebsverbot abschaffen müssen, um wieder Ruhe in den Markt zu bekommen. Zweitens. müssen wir den CO2-Erstoß des Gesamtgebäudes oder eines Gebäudekomplexes betrachten, um dann zu entscheiden, das sollte dem Hausbesitzer überlassen sein, in welche Technologie er investiert. Wir werden vielleicht auch hybride Lösungen brauchen. Und das ist ein Begriff, den ich ganz gerne in die Debatte einführen möchte. Ich glaube, wir müssen lernen, die Energiewende zu hybridisieren. Also nicht auf eine Lösung zu setzen, sondern auf die kluge Kombination von zwei Lösungen oder drei Lösungen, um es kosteneffizient zu machen. Wenn der Hausbesitzer PV auf dem Dach und eine Batterie hat, wenn er eine Wärmepumpe hat, aber doch noch einen kleinen Gaskessel für die Zeit, wo der Strompreis zu teuer ist. Ich glaube, das würde viel Entlastung und Entspannung in den Markt bringen, würde wieder Sicherheit und Vertrauen schaffen. Das, was am meisten zum Frust geführt hat, war, dass Bürgerinnen und Bürger, Investoren sich des Vertrauens auf die eigene Investition beraubt sahen. Vertrauen wiederherzustellen, scheint mir für das Gelingen der Energiewende und der Wärmewende zwingend.

Sprecher 2: Werden Sie diese Korrektur noch dieses Jahr vorlegen?

Sprecher 8: Ja.

Sprecher 2: Beim Ostdeutschen Wirtschaftshof haben Sie jetzt gehört, die Unternehmen haben natürlich vor allem das Thema Energiekosten. Welche kurzfristigen Entlastungsmaßnahmen wollen Sie jetzt in diesem 70-Tage-Programm noch gesetzlich umsetzen?

Sprecher 8: Wir werden zunächst die Stromsteuer senken auf das europarechtliche Minimum. Es werden dann folgen die Einführung eines Industriesturmpreises. Wir prüfen zudem die Übernahme von Kostenbestandteilen aus den Netzentgelten. Da waren ja einmal 5,5 Milliarden Euro. Euro auf Ebene der Übertragungsnetzbetreiber in Diskussion. Die sind dann dem Urteil des Bundesverfassungsgerichts zum Klima- und Transformationsfonds zum Opfer gefallen. Also hier sind drei Ansätze, um relativ rasch zu einer Entlastung zu kommen.

Sprecher 2: Was machen Sie mit den energieintensiven Unternehmen, die ohnehin ja schon bei der Stromsteuer außen vor sind und auch gute individuelle Netzentgeltverträge haben? Wo kann man die entlasten?

Sprecher 8: Die Koalition hat sich vorgenommen, einen Industriestrompreis von 5 Cent einzuführen, sozusagen overall. Das ist jedoch mit der Kommission zu diskutieren. Die Kommission wird alles, was wir... Ihr Vorschlagen unter Beihilfe rechtlichen Gesichtspunkten prüfen. Also ist das eine Staatsbeihilfe, die genehmigt werden kann und die okay ist oder nicht. Und ich werde nicht nur mit einem Vorschlag kommen. Wir werden ein ganzes Bündel an Vorschlägen haben. Das gilt es zu diskutieren. Wichtig ist, dass Maßnahmen dazu führen, dass alle Verbraucherinnen und Verbraucher etwas davon haben. Die Reform der Netzentgelte insgesamt, die Reform der Netzentgeltsystematik kann etwas sein, was alle Verbraucherinnen und Verbraucher entlastet.

Sprecher 2: Sie haben den wunderbaren Satz am Anfang gesagt, Sie wollen das ordnungspolitische Gewissen dieser Bundesregierung sein. Was heißt das genau, dass Sie auch eine Art Veto-Player sein wollen, wenn andere Häuser zu viel Bürokratie oder zu viel Belastung ins Kabinett bringen?

Sprecher 8: Marktwirtschaft heißt Eigenverantwortung, Risiko, heißt Haftung. in Kombination mit sozialer Sicherung. Heißt Mut, heißt Unternehmergeist, heißt Leitplanken setzen und nicht in der Mikroregulierung auch das Letzte auszudefinieren und Risiko wegzunehmen. Insofern werde ich... Vorschläge der Kolleginnen und Kollegen zum Arbeitsmarkt, zu den Nur-Neben-Kosten, zur Steuerreform kritisch prüfen. Das war die Aufgabe dieses Hauses. Das war immer die Aufgabe der Grundsatzabteilung des Wirtschaftsministeriums. Und diese Rolle werden wir kraftvoll wieder ausführen.

Sprecher 2: Und heißt auch, dass Sie einzelne große, milliardenschwere Subventionen für Konzerne, die besonders gut lobbyiert haben oder vermeintlich besonders modern sind, kritisch prüfen werden?

Sprecher 8: Steuergeld muss sorgsam verwendet werden. Und ob wir nicht unsere Anstrengungen eher darauf verwenden, gute Rahmenbedingungen, gute Standortbedingungen zu schaffen, damit sich ein Unternehmen entwickeln kann, ob es immer die Subvention braucht, bin ich lieber bei den guten Rahmenbedingungen, bevor man Steuergeld nicht sinnvoll einsetzt.

Sprecher 2: Frau Reiche, letzte persönliche Frage. Sie waren lange nicht mehr in der Politik. Gab es einen kleinen Kulturschock jetzt wieder zurück im Ministerium oder ist doch alles wie früher?

Sprecher 8: Das Gute ist, dass das Haus über klasse Kolleginnen und Kollegen mit einem hohen Fachwissen verfügt, die unvermittelt getrieben von der Sache sind. Der Schock war eher dahingehend, dass manche offene Fragestellung seit zehn Jahren ungelöst ist. Wir sind nach wie vor nicht digital. Wir haben nach wie vor Selbsttechnologie in der Bundesregierung, wo du dich fragst, mein Gott, die Esten haben schon längst ein Digitalkabinett, warum sind wir da nicht?

Sprecher 8: Ja, das darf man schon, aber es kommt doch wahnsinnig viel Papier und die Akte ist dann auch leider nicht so richtig elektronisch zu bearbeiten. Ich kann sie lesen, aber nicht bearbeiten. Es ist eine One-Way-Digitalization. Das müssen wir jetzt nochmal back-to-back hinbekommen.

Sprecher 2: Schön hier in Bad Sarow, liebe Helene und der Osten. Das muss man sagen, hier sind ja viele ostdeutsche Unternehmerinnen und Unternehmer auf der Bühne. Der holt allmählich auf. So ist es auch einer neuen IFO-Studie zu entnehmen. Sowohl bei Leistungsfähigkeit, also bei Forschung als auch bei Lebensqualität. Es lohnt sich hier in den Osten öfter zu gucken.

Sprecher 3: Oft lohnt es sich auch genauer hinzuschauen auf den Osten, was sich dort tut, was auch in der Transformation dann gelingt. Es ist ja nicht so, dass alles da schief geht. Man sollte nicht einstimmen in dieses allgemeine Schlechtreden. Und auch wir Journalisten, Michael, die wir aus dem Westen kommen und ja weit überwiegend nach wie vor aus dem Westen kommen, dann einen Tag hinfahren und meinen, deswegen den Osten erklären zu müssen, ist es schon gut, dass viele Kolleginnen und Kollegen auch dauerhaft vor Ort sind und auch diese Länder einfach besser kennen. Und denen sollten wir zuhören.

Sprecher 2: Ja, und es gibt spannende Unternehmensgeschichten. Hier zum Beispiel Orafol, ein Unternehmen, das Spezialfolien herstellt. 3000 Beschäftigte. Erhöhte fast eine Milliarde Euro Umsatz. Und der CEO ist ein gewisser Holger Leclerc. Der ist 1951 geboren und war mal Arbeitsdirektor in der VEB, seines eigenen Unternehmens, das er dann später als Management Buyout nach der Wende übernommen hat. Tolle Geschichten, die hier auch mal diskutiert werden und die man öffentlich machen sollte. Insofern der Osten, der kommt und da gibt es nichts mehr dran zu rütteln.
