ETS: China decides soft introduction of steel, cement and aluminum.

China has officially decided to extend its emissions trading system to the steel, cement and aluminum sectors. However, to ensure a smooth transition and a lack of upper caps, the ETS will not significantly reduce emissions in the near future.
