Rolf Mützenich

As the main rapporteur for China, Rolf Mützenich shapes the security policy debate within the SPD parliamentary group. In times of growing geopolitical tensions, the politician with a high profile in foreign policy is thus becoming more involved in the SPD's strategic work on China. In the manifesto of the SPD peace circles, he advocates a policy of appeasement towards China. He warns against a military escalation in South East Asia and rejects German or European involvement. Mützenich has many years of foreign policy experience: from 2009 to 2013, he was foreign policy spokesperson for the SPD parliamentary group. He was then deputy parliamentary group leader for foreign, defense and human rights policy until 2019. Born in Cologne, he studied political science, history and economics and completed his doctorate on nuclear-free zones.
