Den EU-Staaten liegt heute ein neuer Kompromissvorschlag der Kommission zum 11. Sanktionspaket vor. Sanktionen gegen Drittstaaten, die als Drehscheibe für Umgehungsgeschäfte mit Russland dienen, sollen nur in allerletzter Instanz möglich sein. Damit werden auch deutsche Bedenken berücksichtigt.
