Social insurance: Reform hits low-income workers hard

Starting Sept. 1, all employers in China must pay social insurance contributions for all employees. The new rule is intended to end the gray zone of "voluntary waiver," but it will hit small businesses and low-income workers particularly hard.

From September 1, small and large companies will be obliged to pay social security contributions without exception. The reform will cost the delivery service Meituan around two billion yuan a year.
