Gas storage facilities are a key component of energy supply security in Germany and Europe. They serve to store natural gas for use during peak periods or in the event of supply interruptions. In a time of geopolitical uncertainty and rising energy prices, the importance of gas storage facilities is increasingly coming into focus. What is the status of gas storage facilities in Germany? Gas storage levels in Germany are a key indicator of security of supply, especially in the winter months. At the beginning of 2024, the Federal Network Agency reported fill levels of over 95%, which is considered a solid cushion for the heating season. These values were achieved through strict legal requirements and a focus on early filling. After the gas crisis in 2022, triggered by the throttling of Russian supplies, the monitoring of fill levels in Germany was significantly intensified. Gas procurement plays a central role in filling the storage facilities in good time. The Federal Network Agency has set clear guidelines for this: gas storage facilities must be at least 90% full by Nov. 1. Where are gas storage facilities located in Germany? Germany has 47 gas storage facilities, which are geographically distributed across several federal states. Most are located in Lower Saxony, North Rhine-Westphalia, and Bavaria. One of the largest storage facilities is the Astora gas storage facility in Rehden (Lower Saxony), which is considered one of the largest natural gas storage facilities in Europe. However, they are not a complete alternative to imports, but rather an important buffer instrument. In addition, they make it possible to cushion price volatility on the gas markets and ensure security of supply even in the event of unexpected bottlenecks or geopolitical crises. Storage facilities can be used to bridge short-term supply gaps, while at the same time underlining the strategic importance of diversification and sustainable energy solutions. Gas storage in the EU At the European level, gas storage is considered an essential tool for securing energy supplies. The EU gas storage regulation, which was introduced after the 2022 energy crisis, stipulates that all EU countries must fill their storage facilities to at least 90% by Nov. 1 of each year. These requirements have intensified cooperation between member states. Countries with large storage capacities, such as Germany, play a key role in supplying other EU countries. The role of the Federal Network Agency in gas storage The Federal Network Agency monitors the fill level of gas storage facilities in Germany and ensures that legal requirements are met. Since 2022, the agency has had additional powers to intervene in emergencies, e.g., by prioritizing certain consumer groups or by requiring companies to fill gas storage facilities. Challenges for gas storage Despite high fill levels, there are challenges associated with gas storage: The future use of gas storage facilities will be closely linked to the transition to climate-neutral technologies. One possible scenario is the use of gas storage facilities for green hydrogen, which could be produced and stored on a large scale. The objectives of gas storage facilities are to ensure security of supply in times of crisis and to balance seasonal fluctuations in consumption, making them an indispensable part of the German and European energy infrastructure. The high fill levels and the new EU regulations are a sign that lessons have been learned from the 2022 energy crisis. At the same time, the question remains as to what role gas storage facilities will play in an increasingly decarbonized energy future. Their importance as a reserve for renewable energies and hydrogen could continue to grow.
