Energy Charter: many open questions before today's vote

Today, the 53 states of the Energy Charter are theoretically supposed to vote on the reform of the International Investment Treaties. Theoretically, because the EU continues to try to take the vote off the agenda. Diplomats say this means the reform has failed and an EU exit is inevitable.
