GIDS paper on the shadow fleet: German government leaves scope for action unused

According to a paper by think tank GIDS, Germany and Europe could use unused levers to limit the risks posed by inadequate shadow fleet tankers. Marine protected areas and a better picture of the situation are cited as important measures here.
