Standard essential patents: Two EU states block reform in the Council

Disputes over standard essential patents (SEPs) are time-consuming and expensive. The Commission has made a proposal to ensure that conflicts between owners and licensees are settled in a more orderly manner. However, Finland and Sweden are opposing it in the Council.
