New framework agreement: EU Parliament wants to curb summary proceedings

Parliament and the Commission are negotiating a new framework agreement for their cooperation: MEPs are pushing for more say in crisis measures and a commitment from Ursula von der Leyen's authority to question existing laws more closely.
