EU summit: tepid response to Zelenskiy's 'victory plan'

Zelenskiy came to Brussels to promote his "victory plan". However, the response from the heads of state and government was muted. The plan found no mention in the summit's conclusions. On the topic of migration, a further tightening of policies became apparent.
