EU climate target 2040: Why little progress can be expected under Poland's Council Presidency

The EU has to send its climate target for 2035 to the UN by February. However, it is unlikely to achieve this, as an agreement between the member states is a long way off. The target would have to be negotiated under the Polish Council Presidency, but this is becoming increasingly unlikely.
