How the roadmap to USD 1.3 trillion shifts the burden to rich countries

The “Baku to Belém Roadmap to 1.3T” makes specific proposals for greater climate funding. However, it is unlikely that rich countries will make any new financial commitments at COP30. At least there is hope for a new aviation levy.
