COP30 draft texts: What’s in them — and what’s not

On Friday morning, the COP Presidency published its long-awaited draft texts. A tripling of adaptation finance is included, albeit in a weaker form than some had hoped. But the major upset is the lack of a fossil fuel phase-out.
