Why sanctions against the settlers are, for now, the EU’s lowest common denominator

Following the end of the Hungarian blockade, the EU has agreed on sanctions against extremist settlers. Many member states consider this insufficient and are calling for tougher measures, such as trade sanctions against products from settlements.
