Critical infrastructure: Legal expert sees municipal utilities as having a special responsibility

Following a power outage in Berlin, the lack of implementation of the EU directive on the protection of critical infrastructure is becoming a concern. According to a European legal expert, municipal utilities may have a special responsibility – but industry associations disagree.
