European Court of Auditors gives scathing report on CO2 fleet regulation

The European Court of Auditors has given the EU's CO2 fleet regulation scathing marks: By 2020, "the intended benefits of the regulation had largely lapsed". There had been little or no reduction in CO2 emissions from new vehicles.
