EU summit agrees on personnel package and strategic agenda

Franco-German requests for changes to the strategic agenda caused a last-minute delay at the EU summit. But in the end, the second attempt at the personnel package was successful without any major disagreements. The second day of the summit, originally scheduled for today, was canceled.
