Mercosur deal: without France if necessary?

The negotiations between the EU Commission and the four Mercosur states are well advanced, but Paris is unlikely to approve the free trade agreement. Berlin and Brussels are now discussing the possibility of outvoting France if necessary – but this would be politically explosive. In future, the EU could focus more on targeted partnerships that also involve investments in third countries.
