Sabotage in the Baltic Sea: NATO must recognize suspicious behavior earlier

The suspected sabotage of two data cables in the Baltic Sea shows that countries in the region have learned a lot since the sabotage of the Nord Stream pipelines in 2022. However, there is still a long way to go to reduce the risk of such attacks.
