KlimaUnion: New legal opinion finds GModG to be unconstitutional

A report by KlimaUnion concludes that Germany's Building Modernization Act is ‘almost certainly’ unconstitutional, corroborating other legal opinions. It is now up to the Bundestag to amend the law.
