OECD report: Why experts are criticizing climate finance despite the increase

Oxfam estimates that actual aid disbursements will be significantly lower than the OECD figures for 2023 and 2024. NGOs say there are too many loans and hardly any money for adaptation. They expect cuts in the coming years.
