Power of Siberia 2: Pipeline deal leaves unanswered questions

Following the completion of Power of Siberia 1 and the Far East route (pictured), Russia is now hoping for the construction of Power of Siberia 2.

Is the pipeline coming or not? The announced "Power of Siberia 2" gas pipeline could revolutionize the energy markets, giving China more influence over Russia. But despite the memorandum, construction is still in limbo.
