The energy ministers have surprisingly not yet reached an agreement on the core of electricity market reform. The main point of contention is France's wish to be able to subsidize existing nuclear power plants as well. However, EU ambassadors still have to negotiate about coal-fired power plants.

France's demand that hydrogen from nuclear energy should be counted towards the renewables targets remained unheard. Instead, the Commission signaled concessions on another level.

Electricity market: Relief for SMEs

A first draft of the electricity market reform does not envisage any fundamental system change. Instead, the Commission wants to simplify investments in renewables and flexibility. Small and medium-sized enterprises are to be able to conclude long-term contracts for low-cost green electricity more easily.
