EU enlargement: Montenegro is not enough – The EU needs to tackle internal reforms

Montenegro is so small that the EU could integrate it even without internal reforms. However, political scientist Manuel Müller argues that this would only have symbolic value for other candidate countries if the EU manages to resolve its backlog of internal reforms.
