"Historic decisions" in favor of Ukraine, Moldova, and Georgia

The EU grants candidate status to Ukraine and Moldova, while Georgia has to settle for the "European perspective. There was great disappointment at the Balkan summit, where the hoped-for progress failed to materialize.
