Frozen funds for the Ukraine: Commission wants to circumvent unanimity

The EU Commission is proposing to redirect the Russian state bank funds held by Euroclear to the Ukraine without legally confiscating them. In doing so, the authority wants to choose a path that cannot be blocked by individual member states.
