ECFR study: How the EU should become more effective in crises

The EU reacts too slowly and improvisationally to crises. This is what former French Minister for European Affairs Laurence Boone and former Moldovan Deputy Prime Minister Nicu Popescu think. They are calling for a “European Defense Production Act” to speed up processes in times of crises based on the US model.
