Why sanctions against Israeli settlers are, for now, the most the EU can agree on

Following the end of the obstruction by Hungary, the EU has agreed on sanctions against extremist settlers. Many member states consider this insufficient and are calling for tougher measures, such as trade sanctions against settlement products.
