Before COP28: Germany weakens frontrunner alliance

Pre-COP in Abu Dhabi: The German government again refuses to sign a declaration by the High Ambition Coalition, although it aligns with most of its goals. A divide between countries with and without fossil interests also emerges among the frontrunners.
