Emissions trading without climate impact

Beijing's climate ambitions are great. Emissions trading is to be one of the building blocks for reducing carbon dioxide emissions. The start of trading in CO2 certificates was planned for the end of June, but was postponed several times. However, there is hardly anything left of Beijing's ambitious plans after numerous downgrades.
