Enlargement: Why the Commission’s report on internal reforms is being delayed

The Commission had originally planned to publish its paper on the review of enlargement policy last fall, alongside the progress reports. However, the publication has been repeatedly delayed, in part because it addresses issues that are politically extremely sensitive.
