Das Ausland übt auf Chinas Elite weiterhin hohe Anziehungskraft aus – vor allem fürs Studium. Der Staat fördert das zwar, will die jungen Leute nach dem Abschluss aber zurück in der Heimat sehen. Er will den Eindruck vermeiden, dass andere Länder im Gesamtbild besser seien als China.
