Rauchen ist in China kulturell tief verankert. Eine neue Studie mahnt nun eine Erhöhung der Zigarettenpreise an, um den Tabakkonsum zu senken. Doch bei bisherigen staatlichen Maßnahmen mangelte es nicht nur oft an der Durchsetzung. Auch die Motivationsfrage stellt sich. Denn der staatliche Tabakkonzern, weltweit größter Produzent, fährt als Monopolist riesige Gewinne ein - zugunsten der Staatskasse.
